Considering that we're scaling back in Iraq, the 6% increase sounds modest to me. According to Axelrod on the Daily Show, we're supposed to be out of Iraq by August. OK, let's take the average enlisted infantryman who is currently deployed. His base pay + benefits probably have a value of around 40,000. You factor in all living expenses and that's around 10,000 maybe? Then you have the weapons and ammo, which can't be more than another 10,000. If a "school" is just a tent with one teacher and 30 students, then maybe.
