I think its a camera connected to a computer that that sees the laser and then projects the light where you pointed the laser. It adds the dripping paint effect. It's really just a projector.

i'm not sure this is how they did it, but you could definitely do it with a projector, processing, a laser pointer, and a camera connected to the laptop to recognize the pointer on the wall.
