Once a year, everyone has to take a comprehensive exam, covering all of the stuff they're supposed to know up to that point (i.e. if you're a senior, you should know all the stuff you supposedly learned from K-12, not just that year). If they don't, then they have the choice of taking refresher courses, or they can relinquish any diplomas/certifications that they have. If you don't still know it, then a diploma is just false advertising.
