there's no safe level for mercury or fluoride as there is no bodily requirement. Any amount is considered toxic although small amounts are not life threatening. When a toxin enters your body it struggles to get rid of it and when it cant it goes into your organs. Some people (might as well say all) have mercury in their brain that lowers IQ to some extent even as much as 20% I've heard in some cases. Fluoride likes to get in the thyroid (makes people fat) and bones (makes brittle).
