I think Dawkins is simply being conservative because he doesn't want the controversy surrounding memetics to tarnish his reputation. "Let someone else be the Darwin of culture. I've already got my career set. No need to endanger it by making claims which I can't support with evidence."
It would have been very challenging for him to defend memetics without a very strong case to defend it, especially strong evidence. He is the Wallace, not the Darwin, of culture.
