Elgin took the marbles from the Turks not the Greeks, under dubious circumstances. We began to call it "a theft" after 1836 when the Greek state was formed and of course it was no longer necessary for those marbles to be in London.
The British govt of the time, in a mood to appease the Sultan, decided to keep them and thus humiliate the King of Greece (Otto) - this they reconned was going to make the Turks forget that they helped the Greek revolution succeed. This shambles of a decision is what started it. Modern Turkey are of course deny any involvement and they accept that the marbles are Greek.
