I think the House has to preserve its own honor and Representative Wilson was disrespectful of the House and the President. He then refuses to apologise for his behavior in the House. Either they look weak and don't censure him or they do censure him.
The problem is the partisan nature of the speaker's role - it is a partisan position but that weakens the House's ability to penalise bad behavior. If the speaker was neutral and impartial - then they would be in a position to pounce on the idiot.

Possibly because his illiterate, inbred ass is incapable of actually reading the bill, but it clearly states in Section 246, which is included in the part of the bill that sets up the exchange, that payments are forbidden "on behalf of individuals who are not lawfully present in the United States."

Well, in Britain we think nothing of MP's heckling the Prime Minister. Though the President is also head of state and not merely head of government. A certain amount of respect should be attached to that office. Also, from what I have seen, the US Congress is very reserved even in a normal session, and as you pointed out parliament is rather more casual.
