The quote comes from St. Cyril of Jerusalem who lived from 313-386. It was written long before the many splits in the Church. So the Church that he is talking about is the Church of his time. The Roman Catholic Church teaches that all who have been baptized are in a very basic way part of the Church. But the reality is also that the disunity among Christians gives a terrible witness to the world. The universal or catholic nature of the Church is hurt by the many denominations.
I am a little confused by this reflection. I call myself Roman Catholic and my wife is a Congregationalist. This seems to say that we are both Catholic---is that correct? When you quote that the Church teaches "fully and unfailingly," which Church are you talking about?
