Well considering that he said the test was made in late 2008 and space police was released in 2009, it seems pretty obvious that he didn't create the test after watching the logs.
He did make the Space Police 3 Logs, and he also mentioned that they were unoffical prototype minifigures.
I was asked by LEGO to make this test as a proof-of-concept before I went forward with working on the Space Police logs.
The figures have stickers on them because they're prototypes. If you'll notice, the Kranxx head isn't made of plastic, either -- it was made with a 3D printer. I hope this answers your questions!

Look closely, and you'll see small transparent 1 x 1 round pieces underneath the feet of the minifigures while they're in midair.

I'm sure I used them somewhere in the actual episodes, but I probably did a better job of hiding them than I did here.
Having character's feet off-screen when they need to do moves like this also helps.

Maybe his tests led to LEGO making the logs.
