That's foundation, blush, eyeshadow, mascara, and a natural-tone lipstick, so that they don't look washed out under the stage lights ^-^ I dunno if Bill wears mascara normally, though...Actually, here he's probably wearing falsies, if you look at how much longer his are than Tom's...
