It is most certainly impossible to win if the tosser knows what he's doing. Given the limited time, he could only explain a couple of aspects of the scam, but it goes far deeper than that. He describes the primary move (pretending to throw one card, while actually throwing another) called 'the hype' and having a confederate throw down a larger bet if you actually bet on the right card, but there are many other ways. Check out Sal Piacente's DVD (google it) for more info.
There are many other variations, but this was on local news and he was obviously given very limited time. I think he did a tremendous job, under the circumstances.
The monti is the best way to scam a scammer. Before you even start the game make sure the dealer or the guy messin with the cards will allow only one bet (Your bet; if he doesnt call him out) and no other after you put down your money. Pick the right card and tell the scammer... "Thanks for the dinner" then DO NOT GIVE HIM A SECOND CHANCE! That pisses em off. It takes practice to follow the right card but when you get it down; you can PWN the dealer:D I have done this successfully.
when i was just a kid, i passed by a 3 card monte setup near times square. there a japanese businessman/tourist was playing 3 card monte to the chagrin of his wife. he took out a huge roll of hundred dollar bills, and kept playing, but suddenly a tall black man jumped out from the crowd, picked him up 5 feet into the air and slammed him face first into the ground in a violent robbery. oh my god...
Why didn't the operator use a mexican/switch turnover against him if his bet was on the right card? 3 card monte gangs don't want you to believe you were cheated!

I did this at school with permission for an economics project. Everyone in the class had to provide a good or service and I asked my teacher if I could do a one game casino. He wanted the project to be a real as possible so he said yes (since there are casino's in real life he wanted that aspect of economics in the projec). He just said as long as it was possible for them to win. So i let somebody win about every five times. And yes we used real money and yes i am a magician.
