Contention should be a crime. If they say "up to" 7mb, there should also be some kind of "down to" guarantee, so you know what it could go down to in peak hours. Currently Broadband providers are not held accountable even if they're providing you with 10% of possible service. You're paying 100% the bill, you should get 100% the product.
