So long as the belligerent ship - the flotilla - declares itself that it would be porting in Gaza and therefore breaking through the blockade, Israel can respond with intercepting the ships in international waters since Israel and Hamas - namely the West Bank - are at armed conflict. So long as Israel declares its intention and both sides know what each other is doing as well as the world, a premptive boarding of the ships would be legal. Of course this is debatable on both sides.
