Simply keep holding the RTrigger (right shoulder button) and then press down on the DPad to activate the freeaim mode.

I also know about it, but that's not the same cheat.

The one I am creating there allows you to give all peds any weapon you like!

Everything from Knifes and Grenades to Rocket Launchers and Miniguns is possible! ;)
