Of course, Woody is riffing on Groucho Marx in that bit. Check out the scene in "Love and Death" where Woody's character Boris is challenged to a duel of honor -- he's practically channeling Groucho.
He also does a lot of Bob Hope schtick in "Bananas" and "Love and Death," doing a variation on Hope's lovable-coward routine.
Everything is so over the top and unfunny. It's slightly funny when he interrogates himself in the witness box. I think this style was done much better by the Naked Gun movies.
