He said we are expected to "make as many stops as possible". So if the cop can't find anyone breaking the law, he has to start making up bullshit violations in order to show that he's earning his money. It's all about making money for the town! Also I think they have better things to do than make up "bullshit violations", traffic stops aren't the only thing they do. One day I sat in my car for about an hour, just to satisfy my curiosity, and I watched every car that passed by a certain intersection in my town. About 70% of the people who drove by wear wearing their seatbelts. But guess what? Of the 2 cops that I saw drive by, neither one of them had a seatbelt on. Funny how those are the guys who are supposed to be getting the other 30% of drivers to buckle up! What a bunch of dumb hypocrites!
@TheSuperBlackMan Actually Police Officers are not required to wear their seat-belts unless they turn their lights and sirens on. This ensures them a quicker response time getting out of their car instead of getting tangled up in their seat-belt.
