What I like about Umbridge is that she's the villain that exists. Sure, I'm not likely to find a genocidal wizard on a quest for immortality, but a person who is on top of you, does horrible things to you and smiles while lecturing you on how it's your fault...you can run into that person. In a way, she's scarier than Voldemort.
