Um... It's fairly simple. It's actually an image turned into audio waves. if you open it up in spectrograph you can see the image. In this case it's text, it reads "XENU XENU XENU" so it gives you that morse code like buzzing. I hope I'm not spoiling anything :)
Sounds like old "Cold code". Its just an odd type of cryptography alike Morse code. I know a few chaps who know how to use it. Though "Cold Code" is a blanket term. Perhaps I will get them to look at it.,

well, i looked at it with a spectrum meter and found out that everyone already figured it out. these tones from the word "XENU" on a spectrum meter...

I'm not so sure, actually. I suspect there may be more than basic code, here. Like some kind of-frequency encoded thing, but I'm no good at that stuff.
Perhaps someone set this up to screw with those who search for number stations, judging buy the fact that they used leetspeak in the ID...Jeez, i wish i had a HAM radio...
some very amusing comments here mate, but to be fair these transmissions arent supposed to de coded by the general public or people like us who have the propensity to question things. they are meant to be decoded by the operatives that were intended for and none other, great couple of finds you have pal. well done.

I cracked it in a few seconds.
I have used a TFFT on the audio file. It revealed the name XENU(probably from the Scientology's beliefs) written multiple times.
