It's illegal to deface legal tender, but it has more to do with the Treasury not wanting defaced bills circulating (technically they're no good) and less with people drawing on or "vandalizing" government property. You can scribble all over your money, just don't expect to be able to spend it as legal tender after you do because it will be rendered useless (or very useful like it was in this clip!).
