Yes it is. Pelican Bay is one of a few prisons that has a shu program. (secruity housing unit) and that is where they house all known gang leaders, and hard cases. There are leaders in all prisons and all yards, but the shu is were all the big shots go. Ex. mafia, aryan, black.

Personally I feel the law-makers of California, and other states, need to make provision for the fact that gang leaders are very cunning and affording them any means of communication will give rise to them issuing commands to harm or murder people.
Therefore if someone is designated as a gang member they should be in solitary confinement for the duration of their imprisonment and not allowed ANY contact with the outside world, it could save lives and would help to crack down on gangs anyway.
because it gives an incentive for good behavior and thus, rehabilitation. you give them life and throw the key away, the saying 'got nothing to lose' comes into play.
They don't run the prison but they get away with a lot because the courts give these inmates a lot of rights. Did you know that an inmate who is on death row can get a organ transplant before a child can? Did you know they get dessert after every meal?

Looks like the inmates are in charge of the prisons.
They run streetgangs from behind the walls, and they also have gangs inside the jail.
They verbally and physically abuse the guards and staff.
