I've never fought a famous Japanese makoto player, but I've fought a famous Australian one and though he beat me four out of six (the other two I won purely by lucky parry to Oro infinite) the matchup struck me as even on a character basis.
Makoto's not top tier (some put her there) but her high listing is really favorable matchups against other high and top tiers, rather than raping the low tiers (ignore Q). I don't think she's broken.
There are 100% combos aplenty, some of them viable for tournament play (particularly makoto). Oro's is the only repeatable loop, or infinite I guess, and it's not technically infinite because it uses more meter than it gives you. But with about a meter and a third you can juggle someone from full to nothing. It's not broken because A. it's hard to do and B. it's even harder to set up.
Well loop seems more appropriate to call it is all I'm saying < .< Definition being compared by similar results... mm, I just would call it a very masterful combo. I was questioning it's title. Yeah I'm seriously not trolling, sorreh.
random super or not, if makoto lands an sa2 super, she can build half her meter back after her juggles, deal at least 90+% stun with crossup options on land, and the damage itself after juggles do more damage than chuns sa2. ive been caught with only one grab in a match and my opponent did 100% damage to me... and i was using a mid stamina & stun bar character (ryu).
actually it works on 12 of the 19 characters... or maybe more.

As much of an Akuma flaw as a Makoto strength.

Akuma takes stun damage like a small child with sickle cell and makoto deals out some of the best stun in the game just put 2 and 2 together.
