It's Dutch actually, and the people he's interviewing are victims of doctor mistakes, or so I've heard. The original video is much longer and he lost his job over this giggle-fit. Anyone here speak Dutch that can confirm the background? It was his first time as host on this show, so a combination of nerves and surprize at guests voice sent him over the edge. :)
