according to the rules if the penalty occurs before the change of possession, (which it clearly did) the ball remains with the offensive team. If it occurs after, the ball cannot be advanced and a 15 yard penalty would be applied from the spot of the infraction. Either way no touchdown. But in this case clearly packers ball and no touchdown since he grabbed his face mask a split second after he knocked the ball lose.
