Congress owes it's disapproval to Republicans who don't like Democrats, as well as to Democrats who think Congress needs to impeach Bush and Cheney. Comparing one set approval rating to the other makes no sense. Clinton's pardons fell within Justice Dept. guidelines, unlike Bush's commutation of Libby.

Given the fact that the prosecutor in this case never charged any individual with breaking the law with regard to the disclosure of Valerie Plame's name to the media, I agree with the president that the sentence was excessive and support his decision to commute Mr. Libby's prison sentence, plus he is the president he can dothis without question. libby is still a convict but not for treason, for lying under oath just like clinton.
