Some sculptures are created without arms to mimic the classics. For example the one at 01:03 reminds me of The Venus de Milo which is available in The Louvre Museum in Paris.

hmmm There's a "LOVE" sculpture just like the one in this video in Philadelphia right along the parkway which leads to the "Rocky" Phila Art Museum
