It was the first time someone didn't give the Joker EXACTLY what he wanted. The rage came boiling to the surface and we all get a glimpse of him when he's denied. For all of his talk of being an agent of chaos, he was as much of a control freak as Bats or Harvey.

I'd have to agree more with ForcheAlex. The Joker is always in control of the situation, or likes to think he is, at least. That being said, he probably wouldn't want to show his real "rage," definately over something as trivial as someone not looking at him. It was most likely mere intimidation, as the man was cowering, and to show Gotham that he really means business and isn't "joking" around (no pun intended).
