In principle yes. Photocopier often use halogen lamps, which are nothing but incandescent bulbs and thus emit black body radiation, which thus also includes UV rays, that are responsible for tanning. However, the UV tail of the spectrum is rather weak and the light intensity of a photocopier lamp is very weak in comparison to the sun. The process of tanning would thus take considerably longer than in sunlight.
