I took Animation @ Algonquin for a while so I can answer. No you don't "animate" the layout (background) if that's what you're wondering. You only draw it once. The only thing that's been animated is the dog.
Also, you'd only have to animate the parts of the background that needed to be animated. Effects animation like stuff blowing in wind or slashes, watherfalls, cars going by and such things. Thanks for the comment!
