There was no financing in place and the credit market crashed followed quickly by the bursting of the housing bubble. The project was grossly overpriced in a hot market (2 to 3 times the per sq ft cost of Trump Tower). Now it's ludicrously infeasible. The developer closed the sales office (still owing back rent) and has long ago slinked out of town.
No. Burj Dubai has already been built and it is 684 feet taller than this building was projected to be. If completed this building would definitely be in the top 5 though.
