The clock divide by 8 fuse probably isn't necessary. The difference between 16khz and 128khz for power consumption will be insignificant but the extremely slow clock speed would make it difficult to program. With new technology, AVRs (basically a computer on chip) take less then a 555 timer which is an ancient design.
A 555 would work but would probably drain the power much faster.
