It's actually from a 30 minute "commercial" for the Afro-Ken San-X line of toys and products. I have one of these hanging from my rear view mirror in my car. You can get huge ones at anime conventions and Afro-Ken is on t-shirts, hats, binders, and et cetra in Japan.
