@jomarcenter Actually, the black bars are a result of a digital camera trying to record an old CRT monitor. Because the images are flashed onto the screen super quickly rather than just remaining on, the camera has a hard time focusing. It does the same thing with older TVs too.

the black lines in the computer screen are there because computer have some thing in them (i dont know what im not an expert) and it shows black lines on your camera if your taking a picture or video of what is on the computer screen

your computer is never constantly on, but your screen "blinks", fast enough that the image is burned into your retinas temporarily so it appears as if you see the screen constantly being on..,..
if that made sense.
thats why cameras catch it but humans dont :)
