The Soviets went bankrupt trying to keep up with the U.S. Furthermore, the U.S and Israel have missile defense systems which are vastly more accurate than from the first Gulf war. Also, Iran doesn't have a delivery system like a nuke submarine to launch them completely undetected. The U.S can launch 1500 Hiroshimas from one submarine within a half hour.

Also Iran has gave weapons to anti-Israeli groups such as Hezbollah so that they could fight Israel. If Iran keeps enriching Uranium they could give some to Hezbollah for a dirty bomb. It takes uraniu, at 90% enrichment to build a nuke. To let Iran enrich uranium is out of the question.

@pbgw123 If it hits Tel Aviv. You need multiple nukes to pass through their air defense system. Iran can't send a bomber over like in WWII. Giving it to Hezbollah is more of a dirty bomb. A nuke needs to detonate one mile above ground for complete devastation. Ground level detonation is minimal and a complete waste. In other words, it's getting to the target accurately where the real work is. In WWII the U.S nuke production capacity was only two a year. It's expensive.

I couldn't read the whole article as you have to be a subscriber in order to do it. If I'm not mistaken, that missile could be used as another anti ship weapon. A ballistic missile would be far more difficult to intercept than a cruise missile in that use.
