if this is 4 weeks after installing a package of bees then - NO this is not a swarm - these are most likley new baby bees from the queen - if you inspect the frames - you should see empty cells where there was capped brood - best of luck with the bees - also do you have one ore more hives - if you have 2 or more you can compare the hives - to see abnormal activities --- laters
