Damn, this song's still pretty racy by today's standards, I think. I can't even IMAGINE now how much of a ruckus this song stirred up back in the late 1940's! Sheesh!! XD I'd known Led Zeppelin had gotten their inspirations much of the time from some of the great past music of their time, but dang its a bit of a shock to even in the 40's there was stuff out every bit as racy as Zep's Whole Lotta Love. There were a lot of those "graphic" songs back then but far too often the lyrics had to be changed in order not to anger the censors. So the song writers came up with really clever way of hiding what the song was really about.

This one is about a guy who has lots of sex, not about a "butcher" who kills people.

Also it was mainly blacks back then who dared having those sexual lyrics, and for this reason middle aged white people hated having their teenage kids listen to them.

The problem is that their core listeners ( the WWII generation ) have died off and don't listen to radio anymore. There was a station in Chattanooga that played 1930s-1950s music, but it changed to sports talk.
