It's because of his Demon, everyone who has a demon in them has a trait that they have. For example:

Naruto has the Nine-Tailed Demon inside of him, he has whiskers because his demon has whiskers.

Gaara's One-Tailed demon has black around his eyes, which leaves the black lines around Gaara's eyes.
