It is ILLEGAL. Straight out of the casebook for NFHS rules, verbiage or actions designed to make the defense believe the snap is not imminent is illegal (uns. conduct). Being that they used the language "wrogn ball" and had the coach hold up a ball, makes this 100% illegal. Reffs blews it.
