The reason the slinky works this way is because the slinky is a spring. The bottom and top of the slinky are pulling towards each other.The middle does not feel this effect as much, so it falls slower than the top (which is being pulled down) and faster than the bottom (which is being pulled up).

My mind is slightly blown at the moment. I find it odd that the base of the slinky does not seem to fall until reached by top of the slinky. Is it because the force of gravity and that of the tension in the spring to pull it upwards are opposing one another in a way that prevents the movement until the tension is released as the spring meets up with the base? Sorry if I said something dumb.

@Ecnelis The slinky as a whole must accelerate downward and it should be near 9.81 m/s^2. I assume in this case, being that the slinky is shrinking, the center of mass is changing with respect to an inertial reference frame (the ground) simply because of that. In other words, the center of mass should be accelerating at about 9.81. But nonetheless, what you are saying sounds correct. That is if you were to cut it into n pieces, then there must be an equal opposing force for a net of 0.
