It is the kind of word play, close to "Goro-awase 語呂合わせ". We Japanese convert the enumeration of figure into significant words when remembering telephone number and age "ぱpa"="はha" + "○”, it is close to "8". And "ichi-kyu-ppa" is easier and more interesting to being pronounced than "iichi-kyuu-ha".
But to me, 1980 is "i-sen kyu hyaku hati ju en desu". Why are they only saying "iti kyu pan"? I recognize both the 1 and 9, but "hati" (8) I cannot hear it.

Why do they say パ in place of 8? Shouldn't it be hachi or at least abbreviated to "ha?" Where's the "pa" come from?

they say 1-9-8 because 1980yen is the equivalent of something being on sale for $19.95 in the US. Its just under a certain mark so it's a deal.
