@garbage19- aha I see your point now- with the flash having barely hit that part of his pant it failed to stop the motion which was stopped with the flash, not with a fast shutter speed. Good stuff thank you for elaborating! So are there any flash sync techniques to creating that affect?
@Garbage19. I disagree. A slow enough shutter speed to allow you to see the bricks through his pant leg would show much more motion than that and would leave the skater looking blurred. Also it is only in that one spot and nowhere else, where the shutter speed would affect the anything that is in motion.
I'm sorry you may disagree but I am right. I shoot skateboarding; I'm very familiar with this subject matter and lighting style. I have a photo with the same effect and I shot it at 1/15th of a second. The light was least on his leg, meaning the portion on the sensor had less information recorded on it. When the skater passed that point on the rail and the shutter is still open there was enough time for the bricks to be recorded on the image sensor.

Its because he shot it at a slower shutter speed, because the shot was at night his strobes didn't have to fight with ambient light; this means he can get away with the slower shutter speed and create a cool effect.
He is a talented photographer but I can't say I like this image, (disclaimer: this is a matter of opinion) I think the subject is too spotlit, the framing is off. I feel like I want to keep walking and see more of the top of the step.
@DerJaKo cheers, the track is called Afro Blue, it was originally recorded in 1959, this version was recorded by myself as some friends jammed in their lounge room. I think it's kinda cool, by each to their own.
