I'm sure the gov't provoked it, but I doubt they carried it out on their own. I mean, think about it. The Middle East has hated us since the 50's, the CIA knew quite a lot about the concept of blowback, and Al Qaeda was really starting to become big over there. An attack was going to happen somewhere eventually. Knowing all this, why would the gov't do it themselves? Why not provoke the enemy to do it for them? That makes things far less risky.
