Here's the thing about the auto bailouts. They're basically just loans to keep the companies in business until the economy picks up. What is really needed is a plan to stimulate sales. That way everyone goes back to work and you save the industry not just the assembly workers. I saw a show the other day where Germany was buying back old gas guzzler cars from people who bought new efficient ones, giving them like thousands in rebate money. Apparently it's working very well.

Lets see the sequence in all its dimension:

people are buying cars less efficient fuel wise. Efficient cars in terms of oil have been on the market for long now but mind you, they are often small cars.
