In FACT, the "modern" cities of Xinjiang exists almost exclusively in northern Xinjiang and are wholly Han or have BIG Han majorities and they are "modern" because the Han built them or rebuilt them to "modern". Whereas in the central/southern part of Xinjiang, almost all towns and cities that are not heavily populated by Han have a "ancient" or "traditional" look such as Kashgar and Turpan and these towns are big majority uighurs.
Urumqi is 80+% Han so all that "beauty and modernity" was the work of THAT 80+% of the Han. In fact the whole northern Xinjiang area where Urumqi is located is NOT a region where the uighurs have existed. In FACT the name "Urumqi" is Mongolian and was established by the Han during the Qing dynasty. The areas where the uighurs "traditionally" existed is in the central/southern areas of Xinjiang. The 12% of uighurs that live in Urumqi migrated there as it's not their "traditional" home.
