Ouch who would treat an AES like that, they weren't cheap new and they're not cheap now. I can't think of a better person to give it the TLC it needs. :)
The controller is easy to fix. The problem is usually one of 2 things. One, the cord socket is no longer good or two, the chip inside is bad. You can either replace the chip or bypass it since the Neo has no encoding for the controller, it's just switches. I have a tutorial on my site showing what goes where.

Yeah, this time it was the posts holding the circuit board in place and the pads not making contact with the board. also the controller had a lot of dead insects inside and they were covering the contact points between the board and the buttons. cleaned that all up. used some epoxy to re attach the posts and some longer screws to hold everything back together while it dries. works great now :D
btw, got something coming that you wanted to see.not complete though

@GrifFungin yeah, for the rare or obscure systems I usually keep a couple of them. I used to sell the other ones on YT but pay pal in Japan doesnt allow person to person transactions anymore due to money laundering problems so I stopped. maybe in the future things will change but I clean them up, get them going right and then eventually sell some of them. shipping is the part that kills most deals as it costs up to $80 to ship a package of 5 kilos or less :(

Don't sand it. Use a product called Lift-Off. It doesn't damage the plastic nearly as bad as good off and it won't take off the Neo Geo logo.

If you need to, scrub it with some paint stripper. If you don't scrub too hard, it shouldn't go through to the bottom layer.

@lukemorse1 try arcticlean. It's a thermal remover it may help a lot with the paint that's on the system with out sanding it down.
