If you listen to what she's saying this video makes a lot of sense. A hand gallop is not a true gallop (4 beat gait) it is just a slight extension/speed increase of the canter (3 beat gait). If you watch the rider, you can see how he picks his speed throughout the course, but (as she says) increases into the hand gallop within 3 - 4 strides before the fence.
