my q9550 is so shit at multi tasking :s i just installed a clean copy of vista ultimate 64 as well. i just bought a new xfx 750i sli motherboard and i cant overclock it 100mhz without it freezing.. so i left it at stock now (2.83ghz)
that motherboard you got, is shit, just so you know, probably why it runs so bad. Nforce Mobo's were abandoned, you should look into getting yourself an X48 Mobo.
You should be fine even without voltage increases. Just watch out for the memory - it will go up too, so you will prolly have to change memory multyplier, or whatever it's called to keep it around 800-850
Yes you will need to adjust RAM manually, some memory can go higher than stock - it's overclockable too, some can take higher voltage up to 2.0-2.1, it's your risk. About voltage for the CPU - test it, at 3.4Ghz it will probably need extra voltage. Use Prime95 (4 instances ) to test it on 100% load
I have not used either one of them. But if OCZ Vanquisher is that good and Vendetta is better - it would be good for you. I have used Zalman 9700 and it was perfect. I think Zalman should be little better
Case is Rosewill Conqueror. It's not really well known brand but that particular case is awesome - it was created together with Silverstone - which provided fans for it by the way. Great cooling and sturdy construction.

i overlocked my q9550 to with 1.06v it stays on 32 idle and 42 load :| on air.... 790i and ddr3 ftw, also i think i have the e0 compared to your c1.

Get zalman, it will be the best. Expect 25-30C idle, 45-50C loaded, if you overclock it all depends on your voltage

Get the Coolermaster Z600 it's definitely one of the best cpu air coolers and hook up two 120mm fans for best overclock results
I can run (Q9550@4GHZ with load temperature of max. +/-45C!!!!!!
