Sorry, but I sided with lucien, and I can get the armdyl pendant. AND the only reason you'd need bandos boots is if you go the wrong way. I've been to Aviansies several times, went staight to them, and never saw a Bandos minion on the way.

To cut down on cost I suggest Saradomin Cape (Or Zamaorak, depending if you have Holy/Unholy book), holy/unholy book, Aramadyl Pendant, climbing boots, boad bolts (Mith works well, if not 55 slayer) Black dragonhide top/chaps and archer helm.
