It's not a secret card, it's an Event Card. AcidArrest and CrimsonMeteor are Event Cards, as in, they are in the DS Download Station for a few weeks, then they remove it.

that's Acid Arrest. you could download that card in the english version on the Nintendo Channel until July 19 (it's over and a giga card is next)
