You can fire a missile with no IFF response, or even at a mode 4 friend response. IFF is merely a tool in identifying a target, along with VACR (visual aircraft recognition). The missile does not use the IFF in any way to determine it's tracking, or weather or not you can fire it.

Sad thing is there is no short range weapon platform that uses the stinger anymore aside from the air to air version you see here. The M6 Linebacker is gone and so is the Avenger. Stingers pack 2 pounds of C4, at mach 2 it's no contest with a hind. It's two different types of birds anyway.
