While one can consider the characters slightly racist one has to take into account the lack of varying skin tones in anime. Japanese character's are already a fairly light shade in anime, thus certain defining characteristics need to be taken into account for western characters. As for the point of their presence Mine Yoshizaki actually enjoys Disco/Funk music and I doubt his interest is limited to what little Japanese disco that actually exists. tl;dr: Shut up it makes sense.

OTHER RANDOM TRIVIA-- The reason hair colors are so damn wierd in anime can be attributed to the fact the japanese had very, very little along colored ink for a long while. They used mainly black and white, or monotone style stuff because things were far too expensive. When color became cheap, they went batcrap crazy on the hair.
